Toshiko Sato (Tosh) undoubtedly the brains of Torchwood with a heart that searched for love.  (Spoilers: the cool kids are too busy loving themselves!)
Pulled between the sheer brutality of the the job and a kind heart Tosh frequently persuaded her colleagues from taking actions they would regret. (On a side note, Tosh also destroyed probably the greatest alien artefact in the show, so there's that...)
